The District is a quasi-municipal cooperation and a political subdivision of the State of Colorado organized pursuant to a service plan as approved and adopted by the Board of County Commissioners, El Paso County, dated as of August 9, 2001, for the purposes of providing for the acquisition, construction, installation, operation and maintenance of certain public improvements, consisting primarily of street (including drainage and landscaping) and safety protection (traffic control) improvements in connection with the widening of Woodmen Road in the County.

The creation of the District was approved by the eligible electors of the District voting at the election held on November 6, 2001.  The order and decree creating the District was entered by the El Paso County District Court on November 8, 2001, and recorded with the County Clerk and Recorder on November 14, 2001.  The District encompasses approximately 5,600 acres; has an ultimate service area of approximately 12,000 acres; and is located approximately 15 miles northeast of downtown Colorado Springs, Colorado.  The District’s 2010 assessed valuation is $98,449,030.  As of November 21, 2011, the District’s current 2011 assessed valuation is $96,915,560.  Click on the link to view the Service Area Map.

There is presently constructed within the District over 330,000 square feet of commercial/retail space and over 2,500 single-family homes.  No assurance is given as to the timing or anticipated valuation of any future development within the District.

This proposed project is located within the Woodmen Road Metropolitan District boundaries. The District assesses platting and building permit fees for new development within the District Boundaries, the District also assesses a mill levy on property within the District Boundaries.

Required Notice Pursuant to House Bill 23-1105 – Metropolitan District Homeowners’ Rights Task Force

House Bill 23-1105 created the HOA and Metropolitan District Homeowners’ Rights Task Forces to examine certain matters in communities that are governed by these entities.  The Metropolitan District Homeowners’ Rights Task Force will review, among other matters, tax levying authority and practices, foreclosure practices, communications with homeowners and governance policies.
